What’s Next?
The Community Plan became the foundational vision for the City of Guelph’s Strategic Plan in 2019 and again in 2024. It has also helped spark conversations at the City and in the community about working together across sectors for greater collective impact. The Plan has informed many of the City of Guelph’s master plans and has been used by organizations in the community for their own strategic planning.
How Did We Get Here?
On May 16, 2019, after 18 months of research and extensive community engagement, our community presented A United Vision: Guelph’s Community Plan to City Council.

Updates to the Community Plan
The Community Plan is a living document designed to support more community conversations as we discover and face different challenges.
2024 - Gender-based violence is added to the Plan.
Over the period of a year, City of Guelph staff worked with Guelph-Wellington Women in Crisis and the Guelph-Wellington Action Committee on Gender-Based Violence, to identify meaningful opportunities to include gender-based violence as a named priority within the Community Plan.
This work culminated late in 2024 with several updates to the Community Plan, including most notably, the incorporation of a new strategic initiative and accompanying goals within the theme We feel well.
You can read more about the journey to include gender-based violence in the Plan through this Council Information Report from March 2025.
2022 - The We are community theme is added to the Plan.
Following the murder of George Floyd in 2020, the City of Guelph engaged interested community organizations and individuals to evaluate how the Community Plan could more meaningfully reflect community desire to eliminate systemic racism. A new theme—We are community—was incorporated into the plan in 2022.
You can find out more about the work to create the We are community theme in this Council Information Report from February 2022.
If you’re one of the many Guelph organizations that provide services, products, employment and expertise in our community, you are a part of the solution. There will be many ways to support this work. The first step is for you to get in touch.
